Romans 12 teaches us to overcome evil with good. Romans 13 teaches us how to love others as ourselves by being good citizens. The Church takes victory in the world by applying God’s law to every area of life. Every time we starve the evil desires of our flesh, it grows weaker. We need Christ to apply Himself to our entire lives through the work of the Holy Spirit, so that, abiding in Him we are able to walk in light. The tone in the scripture is that this should have already taken place. It is for Christians to cast off all unrighteousness and walk in victory.
